Through the weaving together of government datasets, iwi knowledge, community narratives, GIS mapping, and lived experience, Te Kotahitanga enables whānau, hapū, and iwi tovisualise their rohe, track progress, and shape their own narratives. More than a data platform, Te Kotahitanga is a strategic insight system that empowers Māori to design, govern, and lead change grounded in whakapapa, whenua, and kaupapa tuku iho.
The programme supports the development of a uniquely Māori data ecosystem, one that reflects te ao Māori and builds trust, autonomy, and sustainability. From visualising education- to-employment pathways for rangatahi, to mapping climate resilience with cultural overlays, Te Kotahitanga equips communities with the insights they need to make informed, future- focused decisions.

It strengthens Māori capability in digital tools and knowledge systems, supports community and cultural resilience by mapping whakapapa and whenua relationships, provides rich insight into the Māori business ecosystem, and reinforces Māori leadership through data-informed planning and self-determination. At the heart of Te Kotahitanga are the kaupapa tuku iho, which shape every decision about data design, governance, and application. These include manaakitanga, ensuring data is collected and used with care and reciprocity; wairuatanga, acknowledging the spiritual dimensions of knowledge; and rangatiratanga, placing the power to lead and govern in Māori hands. Kaitiakitanga reinforces the need to protect data as taonga, while whakapapa and ūkaipōtanga ensure that the stories and identities behind the numbers remain central. These values are not just principles — they are embedded practices that guide how data lives and breathes in our systems.
Te Kotahitanga's delivery includes a suite of integrated activities
It begins with identifying and collecting data from diverse sources — including government agencies, iwi registers, kaupapa Māori research, and community pūrākau. This information is then layered and visualised using GIS and relational storytelling tools, enabling iwi and collectives to track outcomes, make strategic decisions, and advocate with clarity.
Training and capability building are offered to support Māori in data literacy and policy engagement, while tailored support is provided for initiatives in areas like education, climate action, and mana wahine. Real-world projects have already demonstrated the value of this approach.
Education
Te Kotahitanga has supported the mapping of programmes and business networks to improve transitions for rangatahi, resulting in the creation of a dedicated Navigator role.
Climate resilience
Partnerships have enabled the visualisation of sea level rise alongside cultural data to inform community-led managed retreat.
Mana wahine
Te Kotahitanga is contributing to decolonised, tikanga-based approaches to gendered data narratives that support systemic change.
